Interfere China’s internal affairs?

It was reported that Portland Mayor Sam Adams announced last week that March 10 would be set to " Tibet Awareness Day " and said doing so supports the "increasingly international voice of independence of Tibet from China". Leonardo even claimed that it was his success, he even claimed that they can not abandon the principle of freedom of speech and freedom of religion when communicating with China.
Leonardo is disrespectful. He claimed that he himself did not agree to China's demands, so the mayor would not change his mind. He also announced the cancellation of scheduled visit to the sister city of Suzhou this June, and expressed that he can not "sacrifice freedom of speech" rather than doing business with China because it will be regarded as “betraying our city” if they do so.
Is it a kind of activity of interfering China’s internal affair? Is it just as he said that independence is an international voice? It must affect the relationship between China and US since there have been obstacles such as the arm sales, internet and so on.

The use of Taiwan issue by certain countries to interfere into China's internal affairs was "unacceptable", said Li Zhaoxing, spokesman of the 3rd session of the 11th National People's Congress, China's top legislature, in Beijing Thursday.

One of our biggest mistakes over time has been the meddling we do in other countries affairs. It appears to me that we have enough issue of our own to handle without getting involved in others affairs. It would be hard to name a country where we have gone in to fix a wrong and won the debate. If someone knows one please let me know.
